RMA initially started in mid 2015 in a partnership with a retired police officer to monitor police officers who work on private duty work for a water utility on road based construction sites. Often the number of officers and the time on site were both higher than expected and there was little to no monitoring of the expenses. At that point in time, the business seemed viable, however, the politics concerning the relations between the police departments and the utility made the business have some risk.

In the spring of 2016 we switched to pure construction data collection, analytics, and reporting as this is an undeserved market without the political difficulties of working to limit police private duty compensation. With this market change we switched the system to run on Windows rather than a custom operating system. This change allowed for a much improved user interface as well as data collection. Additionally, the web site that reports and is for setting up the projects was greatly improved with automatic reporting and a dashboard.
